Wow...who would have guessed that THIS guy would re-offend? If I were a family member of his most recent victim, I would be getting to the bottom of how this repeat offender and obvious threat was anywhere near my family. This kind of thing should NEVER happen. Why have prisons if you are going to let a guy like this out?


Footlicker' is accused of R.I. rape: Man convicted of assault on female shoppers faces Woonsocket charge

WOONSOCKET, R.I. -- The Rhode Island man dubbed "the footlicker" for sampling the feet of female grocery shoppers in Bellingham and his home state has struck again, but police say this time he is also accused of rape.

Raymond C. Dublin, 38, of Providence, was arrested this week and charged with one count of first-degree sexual assault on a 50-year-old Woonsocket woman, Woonsocket Police said.

He has served jail time in Rhode Island for a 1991 conviction for first-degree sexual assault and a 1998 conviction for second-degree sexual assault.
Dublin allegedly attacked the Woonsocket woman Oct. 19 on Privilege Street. Police say the pair bought alcohol and the woman got into Dublin's car willingly, until she alleges he removed her shoe and began aggressively licking her foot.

Dublin allegedly got increasingly violent and raped the woman, later dropping her off on a city street, police said.

Police located Dublin using the license plate number and description the victim provided. He was arrested in Johnston, R.I., Tuesday and later ordered held without bail at the Adult Correction Institution in Cranston.

Dublin pleaded guilty to charges in the Bellingham incident in August 2003 and was sentenced to 18 months in jail. He had faced up to three years on the charges of lewd and lascivious behavior and assault and battery. The sentence followed a one-year incarceration in Rhode Island for similar charges. The charges stem from the summer of 2002. Dublin admitted approaching a Woonsocket woman from behind at the Save-A-Lot on Pulaski Boulevard in the Bellingham case. The woman told police he laid down on the floor and licked her feet three different times, even though she told him to stop.

He is accused of licking feet in Woonsocket businesses and following women around, complimenting them on their feet and pretending to rifle with items on low store shelves to get near women's feet.
