To Whom should I report these guys?

Yesterday I received my monthly phone bill only to discover that a new service provider called ESBI has decided to start billing me this month in the amount of almost $16.00. They are the clearinghouse agent for www.unitedtel.com.
I have not even heard of them let alone contacted them.
I will attempt to cancel them on Monday, as well as get credit for this mystery charge. However, if they do not comply, I would like to know the best organizations with whom I can file a formal complaint, such as the Better Business Bureau, or someone more in line with monitering telephone companies.
I will only complain if they do not give me a refund, but I am planning ahead. Any suggestions would be greatly welcomed. Thanks.

They also have a single entry at McAfee Siteadviser under 'Phishing or other scams' at http://www.siteadvisor.com/sites/uni...os_ver=
I have also added a update there under 'Bad shopping experience' The website is 'Red-Flagged.'

They also have a BBB report.

As boris96 said you can report them to the FCC.
You can also file a complaint with the BBB at http://search.buffalo.bbb.org/commoncomplaint.html. The BBB is not a legal authority and will work as a mediator in the matter. This company has responded to the BBB in the past and you should know the reults of the complaint in 30-35 days.

I e-mailed their customer support and received a response within 12 hours stating they would refund my money and cancel the order.
They sound professional and hopefully they will follow through.
