    America's Ugly Ending

    A listener on my radio show last week supported my guest's contention that California cannot be saved from its sinking into the morass of another Mexico City. Los Angeles Mayor Antonio Villiaragosa carries his La Raza and Mecha cards closer to his heart than the U.S. Constitution. Additionally he flies the Mexican flag in his office. Under his guidance, Mexico City's ugly reality created another horrible reality in Los Angeles.

    The listener, Dean, said, "Your guest tonight covered a little of the news about how serious the illegal alien problem is in California. I lived in and around Los Angeles and Orange County areas for many years: 1943 to 1993. The dreadful destruction of the beautiful citrus groves and lush farm fields during the suffocating increase in population after WWII is not easy to describe in words that are graphic enough to convey the reality.

    "A spokesman for the LAPD told National Public Radio recently that the LAPD had been overwhelmed by the rapidly growing street gangs. These gangs were, in years past, predominately the Negro outfits like the BLOODS and CRIPS. But, as the Mestizo illegals started coming in larger numbers, the Mestizo gangs muscled out the Negroes. Now, a new twist to the developing "civil war two" as predicted by Thomas Chittum in his book. The other ethnic factions are beginning to contend with the Mexican Mestizo gangs for control of the "turf" in Long Beach and the South Coast Los Angeles harbor districts.

    "Samoans, Guamanians, Cambodians, Loatians, and Vietnamese gangs are asserting themselves. After the Rodney King riots in Los Angeles and Long Beach, the police have been forced to retreat into a defensive mode as the gangs gained more strength and territory. The violence has invaded formerly safe neighborhoods as law enforcement waned. I have long believed that the subversive outfits like La Raza have been involved in promoting the Mestizo outfits.

    "The amount of spray paint used in their graffiti "tagging" activities is staggering. A four mile long section of the noise barrier walls built along the Long Beach Freeway near Firestone Blvd is covered with an incredible smear of gang designs and slogans spray painted over every square foot of the barrier walls which are approximately 10 feet in height. Overhead freeway direction signs over much of the Los Angeles freeway system are unreadable due to the multiple coats of graffiti on them.

    "Before I left the area, the vandalism was spreading to the freeway signs in formerly "safe" Orange County. Unsolved hit-and-run shootings on the streets and freeways run into many, many cases. There were several cases occurring very near my place of employment near Wilmington and Supulveda Avenues in the Carson district. On the 4th of July and New Years eve, police vacate the streets and police helicopters don't fly. Why?

    "Because of bullets from small arms fire! The LAPD will not serve a warrant in certain areas of Los Angeles without backup by a SWAT team. California is another IRAQ just waiting to happen as the ethnic factions become more aggressive. Thomas Chittum's book: "Civil War II: Coming Breakup of America" forecasts of a coming "civil war two" fueled by factions that have a mutual distrust and hatred for each other is not just a figment of the imagination. I hope that you can locate Thomas Chittum and get him to come on your radio program."

His book outlines the blueprint for America's second civil war in the 21st century. I've read it. That book brought shudders up and down my spine. Why? Simple! You can see it happening all over the country.

    "Keep writing your useless warnings! I love reading your pathetic articles. Your attempts to galvanize the hoi polloi into action amuses me. Don't you realize that the average Joe six-pack white trash American doesn't give a s**t? He'll keep on swilling beer and watching Spike TV until the revolution begins in earnest and he is brought to account for the crimes of his forebears. Our allies in the media and academia have seen to it that the white man feels guilty and impotent in the face of his crimes. This is our country now; our women are lovely and pleasing to the eye, and the white man cannot get enough of them. We will defeat you by sheer force of numbers. All of your attempts are futile; your own politicians know that we are the future, that we must be taken into consideration whenever a major decision is made. The white vote means nothing. This is our time now. You had your time. The white man has been ascendant for centuries, now it is the time of the brown man. The best thing you can do for yourself is pack up and leave to northern Europe. You are no longer wanted. Does this make you angry? It is the truth nonetheless and you know it. Thanks be to God that you have been made a stranger in the land your ancestors stole! Viva Aztlan!"

    The new amnesty bill by McCain-Kennedy legalizes 20 million illegal aliens with this kind of attitude while it allows chain migration and two million legal immigrants annually that will pack this country with 70 million immigrants from Mexico, Central and South America by 2040. If you think what you're seeing in Los Angeles disturbs you, wait until Chicago, New York City, Miami, Houston, San Francisco, Atlanta and other cities tip toward majority foreign populations.     Al Qaeda seeks tie to local gangs

    A top al Qaeda lieutenant has met with leaders of a violent Salvadoran criminal gang with roots in Mexico and the United States — including a stronghold in the Washington area — in an effort by the terrorist network to seek help infiltrating the U.S.-Mexico border, law enforcement authorities said. El Shukrijumah, a key al Qaeda cell leader for whom the U.S. government has offered a $5 million reward, was spotted in July in Honduras meeting with leaders of El Salvador's notorious Mara Salvatrucha gang, which immigration officials said has smuggled hundreds of Central and South Americans — mostly gang members — into the United States.     Spreading from El Salvador to L.A. and across the United States, Mara Salvatrucha 13 is increasingly well organized and deadly.

    Within one hour, two people were found murdered miles apart in suburban Nassau County, N.Y. After an intensive investigation, police officials learned the murders were the work of the violent street gang Mara Salvatrucha 13. It also soon became apparent the gang was sending a bold message to its members and associates. That message: “If you are not loyal, you are dead.”

    But there was another message in the brutal slayings for the people of Long Island. And that message was that gang violence had moved into the upper middle class enclaves of the Island, into the kinds of communities where the locals assume that crime is somebody else’s problem.

    Mara Salvatrucha 13 (MS-13) is unfortunately becoming everybody’s problem. This plague that came to Long Island from El Salvador by way of the streets of Los Angeles follows the same migratory patterns as the Salvadoran immigrant community that it preys upon, fanning out across the United States from ethnic enclaves in California.

    The official national symbol of MEChA is an eagle holding a machete-like weapon and a stick of dynamite.

    What Effect Do Gangs Have?

    Gangs tear apart our communities and disrupt our schools. Although most gang violence occurs between rival gangs of the same ethnic background, gang activity affects nearly everyone in the community in some personal way. In America's schools, gangs often create an environment of intimidation and fear that can make it all but impossible for students to learn. Gangs today are involved in a wide variety of crimes; their influence on the flow of crack and other drugs into our schools and communities has resulted in additional social problems.

    Unfortunately, easy access to firearms has made the threat from gangs even greater. In the past, most disputes between gang members were solved with their fists; now they are often solved with handguns and semiautomatic weapons (Bing, 1989). Today there are over 200 million guns in the United States -- twice as many as in 1970 -- and many of those are in the hands of our 100,000 gang members (Jurgenson, 1992). In New York and other urban areas, the problem has become so great that high schools have been forced to spend vital educational resources on the installation of metal detectors in schools city-wide. Every two years in America, as many people are killed by handguns alone as were killed during the Vietnam War (Jurgenson, 1992).

    The problems produced by placing such a tremendous amount of fire-power in the hands of our youth are exacerbated by a terrifying fact: most juveniles don't have very good aim. In 1989, Los Angeles District Attorney Ira Reiner reported that half of all drive-by shooting fatalities (a practice common to gangs) in his city were "innocent bystanders" (Harper, 1989, pp. 12-15). Recently, one gang member explained the problem: "Keep in mind we don't have no target ranges were we get prolific with these guns" (Bing, 1989). In communities ravaged by gang violence, it is the stray bullet people fear the most. As a tragic example, several children have been killed in Chicago's Cabrini-Green housing complex in recent years as a result of bullets from gang cross-fire.

    In recent years, the problem of gang violence has also increased due to the mobility of gangs. Large, well-established gangs frequently relocate from one city to another so that they can become the dominant gang in another area. Thus, more and more people in more and more communities become affected (NSSC, 1998).

    The White House insisted on Sunday that the bill is not dead, despite media reports suggesting the fate of the bill is in severe doubt. Fox News even ran a piece by Bill O'Reilly which catagorically stated that the deal has "collapsed into chaos" and "gone down".
    Commerce Secretary Carlos Gutierrez, who championed the legislation, insisted on CNN on Sunday however: "This bill is alive and well, and we are more determined than ever to get it through."

    A senior US defense official today urged the Congress to fast track a section of the stalled immigration bill that would allow the military to recruit illegal aliens, after recruitment figures released by Pentagon showed that the Army failed to reach its targets for May.

    The Development, Relief and Education for Alien Minors, or DREAM, provision in the immigration bill was expected to help boost military recruiting by allowing illegal aliens to enlist as way to obtain citizenship, Bill Carr, acting deputy undersecretary of defense for military personnel policy, told a veterans’ group representatives.

    International treaty used in motion to dismiss molestation case

    Even the defense attorney admitted it was a long shot.

    Citing an international treaty, Stephen Mackie argued charges of aggravated child molestation, aggravated battery and cruelty to children should be dismissed because police didn’t tell the accused man he could seek advice from the Mexican consulate.

    According to the Vienna Convention, signed in 1963, “foreign nationals” have to be advised of their right to seek legal council from their country’s consulate, when they are arrested.

    Mackie said the requirement -- sort an international version of Miranda rights -- said the consulate officer could help the defendant navigate the unfamiliar laws of the country and explain the rights of the individual, such as the right to remain silent.

    Bush urges Hispanics to speak up
    WASHINGTON, June 16 (UPI) -- U.S. President George Bush is urging the nation's Hispanics to make themselves heard in the debate on immigration, it was reported Saturday.
    Bush said senators who have been bombarded with calls from opponents also need to hear from those who support his immigration plan, the Washington Times reported.

    "There's a lot of emotion on this issue, and it makes sense to have people from around the country come and sit down with members of Congress to talk rationally about the issue," Bush said Friday at the Hispanic Prayer Breakfast in Washington.

    Bush spoke a day after the beleaguered bill was revived in the Senate.

    Majority Leader Harry Reid, D-Nev., put the bill back on the Senate's schedule for next week, while Sen. Jim DeMint, R-S.C., threatened to block any attempt to send the bill to an eventual House-Senate conference.

    Republicans' defense of President Bush's immigration bill is more enraging than their defense of Harriet Miers. Back then, Bush's conservative base was accused of being sexist for opposing an unqualified woman's nomination to the highest court in the land. Now we're racists for not wanting to grant amnesty to millions of illegal aliens.

    I don't know why conservatives like Linda Chavez have to argue like liberals by smearing their opponents as racists. Oh wait, now I remember! Their arguments are as strong as liberals' arguments usually are.

    Apart from abortion, no subject produces so much disingenuousness as America's immigration policy, both legal and illegal. For nearly 50 years, Americans have been intentionally lied to about our immigration laws.

    In 1965, Teddy Kennedy overhauled immigration law with the specific purpose of effecting a dramatic change in the nation's demographics. Bobby Kennedy had civil rights, so Teddy needed something big: He would preside over a civil rights bill for the entire Third World! My word, but that man could drink in those days.

    The former Immigration and Naturalization Service estimated that as of January 2000 the total unauthorized immigrant population residing in the United States was 7 million. This total includes those who entered the United States illegally and those who entered legally but overstayed their authorized period of stay.

    A more recent study estimated that there were about 10 million illegal aliens living in the United States as of March 2005. The study estimated that nearly 700,000 aliens entered the United States illegally or overstayed their authorized period of stay each year between 2000 and 2004. Some experts believe this is a overly conservative figure and that illegal immigrants number close to 20 million.

    At the same time, after a steady annual reduction in crime, the annual FBI Uniform Crime Report reveals a slow but sure yearly increase in crime, especially violent crime. Some criminologists attribute the rise in crime to illegal aliens who come into the United States with a criminal background.

    Many illegal aliens in the United States have been arrested and incarcerated in federal and state prisons and local jails, adding to already overcrowded prisons and jails. The US Justice Department issued a report on criminal aliens who are incarcerated in federal and state prisons and local jails.

    The report contained information on the number of criminal aliens incarcerated, their country of citizenship or country of birth, and the cost to incarcerate them. Congress also requested that the Government Accounting Office provide information on the criminal history of aliens incarcerated in federal and state prisons or local jails who had entered the country illegally.

    In the population study of a sample of 55,322 illegal aliens, researchers found that they were arrested at least a total of 459,614 times, averaging about 8 arrests per illegal alien. Nearly all had more than 1 arrest. Thirty-eight percent (about 21,000) had between 2 and 5 arrests, 32 percent (about 18,000) had between 6 and 10 arrests, and 26 percent (about 15,000) had 11 or more arrests. Most of the arrests occurred after 1990.

    They were arrested for a total of about 700,000 criminal offenses, averaging about 13 offenses per illegal alien. One arrest incident may include multiple offenses, a fact that explains why there are nearly one and half times more offenses than arrests. Almost all of these illegal aliens were arrested for more than 1 offense. Slightly more than half of the 55,322 illegal aliens had between 2 and 10 offenses.

    About 45 percent of all offenses were drug or immigration offenses. About 15 percent were property-related offenses such as burglary, larceny-theft, motor vehicle theft, and property damage. About 12 percent were for violent offenses such as murder, robbery, assault, and sex-related crimes.

    The balance was for such offenses as traffic violations, including driving under the influence; fraud — including forgery and counterfeiting; weapons violations; and obstruction of justice.

    Eighty percent of all arrests occurred in three states — California, Texas, and Arizona. Specifically, about 58 percent of all arrests occurred in California, 14 percent in Texas, and 8 percent in Arizona.

    --In fiscal year 2002, 33.6% of all criminals sentenced in federal district courts under Federal Sentencing Guidelines were non-citizens, and 55% of these non-citizens were illegal aliens. This means that illegal aliens accounted for 17.5% of all crimes prosecuted in federal courts, whereas they are less than 6% of the adult population.

    --There are 400,000 illegal aliens being sought by federal immigration agents as "absconders," individuas who have been ordered deported but cannot be located. Almost a 100,000 of them are criminals.

    --From 1980 to 1999, the number of illegal aliens in federal and state prisons grew from 9,000 to 68,000. Today, criminal aliens account for almost 30% of the inmates in federal prisons and 15-25% in many local jails.

    --Incarceration costs to the taxpayers were estimated by the justice department in 2002 to be $891 million for federal prison inmates and $624 million for inmates in state prisons.

    --In 2004, the federal government reimbursed states and counties almost $300 million for 270,807 illegal aliens in custody in jails and prisons. This number does not
    include illegal aliens in jails in states and counties that did not request reimbursement (such as Illinois and Wisconsin), so the real number is higher. (A
    lot higher! ed.)

    --From 1995-1999, the INS released over 35,000 criminal aliens instead of deporting them. Over 11,000 of them later committed swerious crimes. The data for 2000-2004 has not been released. (It WILL be worse, ed.)

    --The Immigration and Customs Enforcement's Detention and Removal Office in Los Angelos says it has the manpower to process only10-12% of the estimated 40,000 illegal aliens who pass through the county jail year (24% of the total of 170,000). Over 30,000 were released back into the community.

    --Over 23,000 individuals with criminal histories were apprehended by the Border Patrol in 2004 trying to enter the US illegally. No one knows how many crossed our open borders successfully.

    --The Los Angeles County District Attorney's Office says there are over 300 murder warrants outstanding in L.A. County for illegal aliens who have fled to Mexico. They estimate there are 800 to 1,000 such warrants statewide in California and possibly 3,000 more nationwide.

    --If an illegal alien arrested for a crime agrees to accept "voluntary removal" instead of going to trial for his crime, he is sent home but is not counted as being "deported." Thus, he has no criminal record if he re-enters the country. Local prosecutors often make this offer to save money, but such criminals often return and commit even more violent crimes. No one has yet calculated the cost of this practice in terms of additional crimes.

    --Only the most serious criminals in our jails are detained and deported because of inadequate ICE manpower to investigate all foreign-born nationals and determine their immiration status. Over 200,000 illegal aliens who were incarcerated in local jails in 2004 were released back into the community instead of being deported.

    --The US Attorneys in border regions do not routinely prosecute "coyotes" who smuggle illegal aliens into the country; they are usually sent back across the border with their "Clients." They are arrested and prosecuted only after the coyote's file has numerous apprehensions and several documented re-entries after deportation.

    Executive Summary

    Analysis of the latest Census data indicates Florida's illegal immigrant population is costing the state's taxpayers nearly two billion dollars per year for education, medical care and incarceration. Even if the estimated taxes collected from illegal immigrant workers are subtracted, net outlays still amount to nearly one billion dollars per year. The annual fiscal burden amounts to about $315 per Florida household headed by a native-born resident.

    This analysis looks specifically at the costs to the state for education, health care and incarceration resulting from illegal immigration. These three are the largest cost areas, and they are the same three areas analyzed in a 1994 study conducted by the Urban Institute, which provides a useful baseline for comparison a decade later. Other studies have been conducted in the interim, showing trends that support the conclusions of this report.

    There are other significant costs associated with illegal immigration, and federal and state officials should take these into account as well. Even without accounting for all of the numerous areas in which costs associated with illegal immigration are being incurred by Florida taxpayers, the program areas analyzed in this study indicate that the burden is substantial and that the costs are rapidly increasing.

    The nearly two billion dollars in costs incurred by Florida taxpayers annually result from outlays in the following areas:

    * Education. Based on estimates of the illegal immigrant population in Florida and documented costs of K-12 schooling, Floridians spend more than $1.5 billion annually on education for illegal immigrant children and for their U.S.-born siblings. About 8.7 percent of the K-12 public school students in Florida are children of illegal aliens.

    * Health Care. Taxpayer-funded, unreimbursed medical outlays for health care provided to the state's illegal alien population amount to about $165 million a year.

    * Incarceration. The uncompensated cost of incarcerating illegal aliens in Florida's state and county prisons amounts to about $155 million a year (not including local jail detention costs or related law enforcement and judicial expenditures or the monetary costs of the crimes that led to their incarceration).

    State and local taxes paid by the unauthorized immigrant population go toward offsetting these costs, but they do not come near to matching the expenses. The total of such payments can generously be estimated at about $910 million per year.

    The fiscal costs of illegal immigration do not end with these three major cost areas. The total costs of illegal immigration to the state's taxpayers would be considerably higher if other cost areas such as special English instruction, welfare programs used by the U.S.-born children of illegal aliens, or welfare benefits for American workers displaced by illegal alien workers were also calculated.

    Arsonist Illegals "Burning Out" US Border Security Agents

    Illegal alien arsonists from Mexico are setting fire to security observation posts in Arizona and attacking Border Patrol Agents by throwing flaming grapefruit sized rocks, firebombs and Molotov cocktails at them.

    The Washington Times is reporting that U.S. Border Patrol agents seeking to secure the nation's border in some of the country's most pristine national forests are being targeted by illegal aliens, who are using intentionally set fires to burn agents out of observation posts and patrol routes.

    According to the Times, firefighters in the Coronado National Forest in Arizona have to be accompanied by armed police and authorities admit smugglers of aliens and drugs have walked through the middle of active firefighting operations.

    At least five fires were set below a Border Patrol observation post during the operation in an effort to burn the agents out, according to a Forest Service report. The fires were extinguished, and no one was arrested.

    The fires correspond to a dramatic rise in assaults against Border Patrol agents -- up more than 100 percent over last year.

    NAFTA Superhighway Has Giuliani As Key Player

    On March 23, 2005, U.S. President George W. Bush, former Canadian Prime Minister, Paul Martin and former Mexican President, Vicente Fox, authorized the Security and Prosperity Partnership (SPP), now under the auspices of the U.S. Department of Commerce. Most Americans have little to no knowledge of this seemingly innocuous sounding unofficial treaty and therefore believe there is little reason to be alarmed.

    However, what could be misinterpreted as legislation which has been scrutinized, and has gone through the proper channels of government could not be farther from the truth, in that the U.S. Congress has had no direct disclosure of nor has taken part in its execution.

    Legally, a treaty would require a two-thirds majority of the U.S. Senate to concur for its ratification as determined by the U.S. Constitution. Cleverly, however, since the SPP is not a treaty, the President was able to avoid such a required procedure by using the power of the Executive Branch. And in August 2006, President Bush additionally crafted a Signing Statement to passed legislation declaring it Constitutional for his administration to withhold information from or deny authority required from the U.S. Congress on the SPP and its negotiations.

    With the recent swell and frequency of free trade agreements being passed in the U.S. Congress in the past few years alone, seemingly rushed through without genuine debate or challenge, it would be easy for the public to assume that the SPP was authorized by Congress and thinking matters pertaining to it were in the best interest of the American people. And sadly, many U.S. free trade agreements do not directly better the workers of the countries involved, but are solely reserved for big business profiting from cheap labor, and foreign lobbyists and bureaucrats enriching themselves.

    But the SPP is cleverly disguised as a boon for all three North American countries and its citizens, yet has lacked input or oversight from federal, state, or municipal legislators nationwide. The goals of the SPP agenda largely include a call for transparency and unprecedented cooperation with respect to all three governments’ commerce and trade. The endeavor is to join forces in uniting as one competitive body in the global marketplace and to function as the North American Union (NAU), which at the same time whittles away at each country’s sovereignty, its national security and its laws.

    The facilitation of the SPP will stem from the use of the U.S. interstate highway system providing the roads for inter-continental and interstate commerce. For that to happen will require retro-fitting of existing interstates as well as building new roads, including gas and power lines, including light rail, from the interior of Mexico, through the central corridor of the U.S. and on into Canada.

    Both the proposed NAU and NAFTA Superhighway are offshoots of the North American Free Trade Agreement, signed in 1992 by then President Bill Clinton. At the time it was sold to the American people and the Mexican government as a win-win for both peoples and would re-balance the flow of trade back to Mexico in order for Mexican workers to earn a living wage. But that never transpired and instead backfired, resulting in the onslaught of nearly 20 million illegal aliens since, illegally crossing the U.S. southern border, supposedly looking for decent paying jobs.

    But to fully understand the evolution of the call for the need of a NAFTA Superhighway it is important to at least understand the recent history behind it. The introduction of free trade policy has morphed into a priority of the U.S. government today, even putting national security at risk in order to fulfill its agenda. It was the Reagan Administration’s vision of free trade, a direct response to Japan’s explosive growth and expansion in both the automobile and electronics industries in the U.S., which began to shift the balance of trade and the lopsided result we now have today with most of our trading partners.

    And fifteen years since the passage of NAFTA has not only enabled the U.S. to globalize arguably beyond proportions in all areas of commerce, industry and trade, but it has helped to foster public-private partnerships, a benign term used to mask what are essentially foreign-direct investments. And foreign-direct investment has grown precipitously since 1988 when former President George H.W. Bush signed the Exon-Florio Amendment to the Defense Production Act of 1950.

    It was also in 1988 when then President George H.W. Bush, through Exon-Florio delegated his power to approve or disapprove such foreign acquisitions to the Chairman of the Committee on Foreign Investments in the U.S. (CFIUS), relieving the President of the responsibility in determining national security threats in foreign-direct acquisitions. Unfortunately, the definition of national security in a post-911 world remains too narrow to address protection of critical infrastructure, a scarce defense supply, or preservation of technological standards, among many other risks, unquestioned back in 1988.

    The Exon-Florio Amendment authorizes the President to “suspend or prohibit foreign acquisitions, mergers, or takeovers of U.S. companies if a foreign controlling interest might take action that threatens national security.” And the term “foreign control” remains ambiguous and decidedly so. The ramifications of the Exon-Florio Amendment reared its head when in February 2006 CFIUS, an arm of the U.S. Department of the Treasury, became widely recognized for its authorization of the Dubai Ports World to operate multiple East Coast port operations including the Port Authority of New York, and the ports of Baltimore and Miami.

    The balancing act of national security and foreign-direct acquisitions has relegated national security concerns to that of an afterthought, as the Department of the Treasury’s prime priority is expanding commerce in the global marketplace. Complaints about the secluded CFIUS process, however, predate the Dubai Ports World alarm bells of 2006. For it was in October 2005 when Senator Richard Shelby, (R) Alabama, called for hearings on the inclusion of Congressional oversight of CFIUS approvals. And it was prior to 2006 when Senator James Inhofe, (R) Oklahoma, lobbied for Congress to be able to reject CFIUS approvals.

    As it stands, most every foreign acquisition sails through the approval process. Unless there is a 45-day investigation process after the required 30-day review by CFIUS, the President’s approval is not required and thereby never reaches the Congress for any interaction or input. Between 1988 and 2005 only two foreign acquisitions were unapproved out of 1,555 reviews. Both were withdrawn and eligible for later re-instatement.

    Many foreign entities seek out a “pre-screening” with CFIUS’ member agencies, comprised of 12 departments of the U.S. government, if national security concerns are anticipated in order to mitigate the chances of non-approval and triggering the 45-day investigation.

    The disparate interests of free trade and the protection of critical infrastructure, and in particular the U.S. highway system as well as public utilities, has given way to high-powered U.S. law firms and professional lobbyist organizations that lay the groundwork for foreign conglomerates to land foreign-acquisition contracts with cash-starved states amenable to foreign-direct investment.

    Such is the case with the Trans-Texas Corridor (TTC), the brainchild of the Texas Department of Transportation (TxDOT) in concert with the SPP. It is a multi-billion dollar web of highway building, toll road maintenance, gas pipelines, public utilities and railroad contracts as complex and as multi-layered as the U.S. interstate highway system itself. A flurry of over 20 foreign acquisitions of interstate highway projects and toll road maintenance contracts have been approved since 2003 with many more nationwide working their way through state legislatures, such as that of the New Jersey Turnpike which Governor Jon Corzine believes is ripe for foreign funding.

    But the TTC is the biggest and most massive highway building project of them all and for the first time will rely upon a foreign entity to not only maintain toll roads but to have a stake in building, controlling operations and tolls and expanding new roads and critical infrastructure. Additionally, eminent domain law will come into play in order to reconcile the taking of property and farmland for road expansion to accommodate pipelines and railroad tracks.
