    you send in ten dollars, they pay you 5% an hour for 21 hours. they send you back the money + interest. you say, wow, and you send in $10k. its gone. they are gone. who are they? nobody knows.

    Somebody would have to be fairly brainless to believe that one... which unfortunately describes a lot of the HYIP crowd.

    the scammer paid for a hidden registration so we can't find out who they are or claim their registration is false. that makes the webhost responsible. somebody is using their facilities for criminal activities, theft and fraud. the webhost knows who is paying or they should know.

    its like a hotel. suppose somebody is running a whorehouse there but the deskclerk is saying oh, i don't know who rented the rooms or what they are doing. nonsense. the hotel owner is responsible and the webhost is responsible.
