How to Detect SCAMERS ad SCAMS

HI
let me tell you the Idea that i have i have a Bunch of mailers coming in from three sources. In average i get around 100 mails per day in my inbox about various offers. I want to use these ad for a purpose.

I have an Idea to create a site about how to detect scam sites and a review about the scam sites. I have seen three sites which gives Positive comments about money making sites.

so to start with
any ideas If we have to create rules what should they be if we have to detect an scamming site

In whois scan what should be checked?
Can we check for how many years the domain is registered?
are all paypal only payable sites scams?
