Why are there so many internet scams out there?

I have really given this a lot of though and have wondered why are there so many online scams? The reason I ask this question and this is why I have always maintained hope that I could find a legit one is I have met so many nice people in life. I know it sounds naive but I really believe there are a lot of really nice genuine people who want to see others do good. So I was thinking if there is a lot of nice people wouldn't the nice people start legit businesses so that other nice people can do good? This is my take on why there is so many scams, the internet business world or rather the business world in general is a world where people can be nice but the niceness comes with an opporuntinity cost. For example you give someone a raise, someone else does not get the raise, you hire a lot of people you have to fire some people, you give someone a promotion, someone else does not get it. This is not to say people in business are jerks its to say there is a cost to being nice. I think a scammer is generally someone who wants you to believe that this is not the case. They tell you that you can make everyone happy(at least in the beginning) then they get you suckered in which appeals to nice people. Does what I say make sense

People want to find a way out of the RatRace, or the unemployment line, so they are easy targets for scammers who hold up an image of their dream, while pilfering their pockets. That is why lotteries make so much money.
